You need to use the math function: modulo.
$MaxRows = 5;
for(.......){
$m = fmod($ImageNumber, $MaxRows);
if($m == 0){ echo "<tr>"; }
echo "<td>";
// [...] content of cell here
echo "</td>";
if($m == ($MaxRows-1)){ echo "</tr>"; }
}
