[PHP] include and include-virtual

What is the main difference between:
<!--#include ...
<!--#include virtual ...
<!--#exec cgi...

the only one that seems to work for PHP files is 'include virtual'.
'exec cgi' as well as 'include' gives me that message 'an error ocurred 
while processing this directive'...
