You want to do it in a greater text, I think.

$line = preg_replace ($pattern, $replacement, $line);
Adding one '>':
preg_replace('/(^[>]+From )/','>$1', $line)
Removing one '>':
preg_replace('/(^>([>]+From )/','$1', $line)
