uppercase R !!!
And much better is adding it as another parameter and inject it:

function Part_BOM($PartID, $need, $phase, $InvReq) {
....
}

// call it
Part_BOM(..., ..., ..., $InvReq);

And please read about foreach() and what you can do with it.
