Try opening up a DOS prompt and doing cd to the PHP directory, and then:

./php -q c:\\whatever\\dir\\phpinfo.php

Then you know at least the your PHP.exe works...

Next, try configuring PHP as a CGI using Alias and Action in httpd.conf  --
It's less problematic than the Module version.
