Thanks Sebastian, I'll take a look at our proxy logs. I've also discovered a perl script deep in the bowels of our servers which seem to be a problem. Here's an error log excerpt:

Anyhow, proof here-in lies that I'm being limited : unable to allocate bytes. Unforunately I have no admin rights setup for this machine to mess with this cgi.
