Kevin, I'm posting this to the list as a private email to you was returned with a 550 Access denied error.
Without a filename extension, apache assumes it is whatever "DefaultType" (in httpd.conf) is set to. Usually this is text/plain. In one (Oracle) application I've had to set this to text/html. If you want php assumed then I guess you need to set it to application/x-httpd-php but I don't know that this is a good idea. Maybe someone else knows better?
