I've written webpages that were designed to be used on an iPaq. It had a wireless card in it so the used simply used a browser to hit the server they were stored on. That's one way but does not exactly answer your question. To answer your question, no, there is no port of php to WinCE that I am aware of. (Your language options for writing programs for a PocketPC are very limited.)
