I found this in the user contributed notes for the function strtr().  It looks
like what you need:

function removeaccents($string) {
   return strtr($string,
     "",
     "SOZsozYYuAAAAAAACEEEEIIIIDNOOOOOOUUUUYsaaaaaaaceeeeiiiionoooooouuuuyy");
}
