Is there a difference between the concept of "scope" and the concept of 
"namespace"?  I see "scope" used in PHP and "namespace" used in Python, 
and while the rules are slightly different between the two of them (such 
as variables in the global namespace being accessible to a function 
definition in Python, but not in PHP), they seem to be comparable.  Is 
this the case?
