'ð' is an accented 'o' - just like these are: 'ò', 'ó', 'ô', 'õ', 'ö' I've never seen an 'o' accented that why before, so I have no idea how you're meant to pronounce it. But going from "Tokyo" then I guess it's pronounced "oe" as in "toe"
