First thing first! Open up the terminal and log in. Then type the command, if the machine doesn't reboot or if you got an error message, it meant the command is not correct. Once you get the correct command then use it in PHP. It's much simplier that way. If PHP can't reboot the machine then it mean many things, like no authority to do it or path statement, shell, etc.
