Are you sure you are editing the right httpd.conf file first of all? Put an obvious syntax error in there, such as misspelling Directory in that tag and see if you get an error.
If so, make sure that this <Directory> block is not inside some other tag, or overridden by a second <Directory> block somewhere. Third, are you sure you are using PHP as an Apache module?
