As far as I remember the correct syntax for anchored URL's is
http://server_name/document_identifier#anchor?query
Therfore your link should more correctly read
http://www.galapagosstudios.com/test2/viewdesigns.php#Garment?pri=1&sec=
http://www.galapagosstudios.com/test2/viewdesigns.php#Garment?pri=1&sec=1&sid=1
