Apache won't be a service on Win98. there should be a batch file to start it, or just start apache.exe from the command line with options. You'll need to do it every you reboot unless you put a batch file in Startup.
Once Apache is running, just follow the install instructions for PHP, restart Apache, and it should work fine. FYI...
