No.

IP address' can be faked, they can be part of a firewall/network, and the
browser can choose not to send them.  They are helpfull, but not a solution
to anything.

Another common problem is users who's IP address changes constantly (whilst
still being connected) -- AOL and other ISPs are notorious for this.
