At first I tried compiling PHP4 myself. And as it turned out I didn't have lex. So then I searched for lex and couldn't really find a spot to download it. But in the PHP4 linux installation area a user posted a site that has up to date PHP4 rpms for Red hat systems. This site is http://fsr.ku.dk/people/troels/rpms/php/ I Downloaded all the necessary rpm's and installed them. The installs went without a problem. I then make sure that my httpd.conf is configured to load the libphp4.so and it is. I restart apache and when I try to view a php extension, or php4, I get the php code. I am using apache 1.3.14 i do belive, the latest from Redhat's update site. I am not sure what else I can give to help solve my problem. If more infomation is need please let me know.
