I tried that- and then it couldn't find that DLL either.  (Along with
repeating the original error message.)

However, I just tried again (after changing all references to
%systemdrive% to L: in the registry to get Apache 1.3.17 installed from
the MSI package) and it works.

Is this a bug or a feature?  The MSI installer required for Apache
1.3.17/Win32 choked on the same thing.
