Huh. If you would give more info, it would be easier to help you.
1. How did you install PHP, as DSO / static module ?
2. Configure line for PHP
3. Configure line for Apache
4. Possible errors in Apache error_log
5. Read INSTALL file which is included in the PHP 4 package.
