[PHP-INSTALL] file association for php win2k apache

After I associated php with my html editor, or maybe something odd about 
running php thru an apache server on my machine, I cannot view this php 
generated page that is supposed to download some real video:

http://majestic.ipolis.net/ops/tplgen.php?X=C1001&T=sfgtv&S=R4-330
if I open in a new window it's blank, then I'm prompted to save or open 
the "tplgen.php" file not the video:

http://majestic.ipolis.net/ops/tplgen.php?X=C1001&T=sfgtv&S=R4-330&I=0

Maybe not related to my install, it worked on my wife's computer though.
