You could, as a temporary measure, load everything you currently have
onto another computer and try the upgrade. Then when you have the
procedure sorted out do it on the live server, and return the borrowed
computer.

Not quite as certain as buying a new server, but a lot cheaper. I do not
use PHP under MS Windows so I cannot advise on any problems you may
encounter. You might consider upgrading the Apache httpd while you are
doing an upgrade. Having said that, NT4 is out of support where I am and
they were all upgraded to Win2K.
