Another poster showed how to determine if it's on or not, but if
you're looking for how to turn it on or off, it's here:

Tools.. Internet Options... Security...
Click on appropriate zone (Internet, Local intranet, etc.)
Click on Custom Level
Scroll down to the scripting section (near the bottom)
Set the Active Scripting option appropriately.
