OK I am officially totally confused about PHP's file "uploading" 
capability now.

  But anyway through further research I am being told that to put a 
ini_set to change upload_max_filesize is useless BECAUSE the file is 
already sent to the server BEFORE the .php file even gets activated???

  I also found out that by creating a .htaccess file and placing the following
  in it I was able to modify the upload file size allotment and get my 
file to upload:

  Use this

  php_value upload_max_filesize 10M <-- increase the php.ini default
  php_value max_input_time 6000 <--- gives more time(seconds) to the 
upload routine (needed cause the files are larger??)
