I understand why the column for week 3 is blank ('quiet week'), but it's
not clear to me why P023456 is on a different row.   Will each P... have
it's own row?

Did you say something like 4 weeks before and 4 weeks after this week?
Because if you didn't, a page with 52 columns is going to be a very wide
screen.
