No one here has any stake in whether you use PHP or Perl for your applications. PHP doesn't stand for "Perl-Hating Programmers," after all. I do think that PHP code is easier to write, read, and debug but your experiences may vary. Probably a large part of the reason why your question did not get an anwer is that it wasn't very specific. I infer that you want to use cookies to let people log in to pages. Your reference to yahoogroups isn't clear. What are you trying to do? There's a very good possiblity that what you want to do has been done before.
