Hi Steve -
Why would you be connecting to localhost if you are trying to access  
your server from a remote client?  Localhost, I'm sure you know, is  
the *local* machine, meaning the one in front of you.  This  
connection error is saying the remote machine cannot connect to  
itself - if it's not running a web server, you *should* get this error.

Is there a need to use an absolute URI for the second file - is it on  
another server or something?  There should be no reference to the  
localhost at all in your script - just the second file  
[ action="file2.php" ]  or a relative path [ action="second_dir/ 
file2.php" ]

It sounds like you are trying to give it an absolute URI, something  
like:  [ action="http://localhost/web_dir/file2.php"; ]

Now, as to why IE doesn't puke on the error, that's a good question.   
We'd have to see your code to figure it out I suppose.
