$connection = mysql_connect("www.thathost.com","username","password") or
die("Couldn't make a connection.");

Be aware that, because of security, you may not be allowed to connect in
this way - even if you can set "Access Hosts".  If you cannot connect,
then you need to connect via a page which you create on the 'database
server domain'.  This technique is known as tunnelling.
