You cannot do this with PHP. PHP runs serverside so might grab the (local,
server) time on execution of the script, but then the page on the users
browser window will remain as is until the next browsing action.

To make something continuous, you will have to resort to Javascript, Flash
or Java (in increasing order of difficulty)
