The cookie is sent with the headers, and must be the first thing output,
before anything else, including spaces, is sent to the user.

It sounds at first glance as though you cannot do this, because you have
to find out whether the user is valid or not. 

However, you can put your data check BEFORE the <HEAD>, put the
setcookie before any output, and put the output where you would normally
put it.
