Either GD support isn't compiled in, or, more probably, JPEG support
is missing in GD.

If you're compiling your own PHP, have a look at the output from
configure. It should say something like "checking libjpeg", and then
the result. My guess is that it can't find the JPEG libraries, and
thus not supporting it.
You can always check the array returned by gd_info() to see what it supports.
