Better in what aspect? Speed? Safety? Reliability? Ease of programming? What
do you think? Put a bit of personal opinion in, preferably based on
knowledge of the topic, and see if people can add information.

Personally to me the question sounds like you have no clue as to what is
either PHP or VB. A BSc should be a University degree, and lecturing at a
University I would not like to see any student pass when not having a clue
what he/she is talking about. A university is NOT a place where you obtain a
diploma by paying x years of tuition fees (at least coming from a country
where there are no private universities it tends to be like that), but a
place where you might earn it passing exams and such.
To generalise further: students who try to pass without having a clue what
they are studying or talking about are a bl**dy shame and should not be
allowed to get a diploma, IMHO. Do your homework first, and then elaborate
on it by asking others.

So to have your question answered, write a bit of what you think are the
strong and weak points of PHP vs VB (or at least show you have taken the
time to do fifteen minutes of googling) and see if anybody (dis)agrees,
giving an opinion based on facts you didn't know yet.
