can I control that?  I thought of using the env variable that has the
IP address but if there are multiple users behind a firewall, that
would prevent more than one person behind that firewall from entering.

There is no way of doing this with certainty.
Most of the environment variables come from the browser so they can be
faked.
The only one that can reasonable be relied on is the IP address.
Cookies can help restrict entries from one PC but many disable cookies.
The e-mail suggestion is the better one but as was said by Gordon Stewart,
people can have multiple addresses.
The one thing you really do need be careful about is bots that may auto
register.
You need to have some method of weeding out the bots by having a step in the
process that requires human intervention such as the box to enter the text
from an image that is often seen on forums.
Without this step you may find that one user creates a bot that completes
thousands of entries.
