I am not sure at this point. I would just be guessing since I am not
familiar with PowWeb's setup.

Normally, when PEAR is installed, it is included in PHP's include path
(set in php.ini). On both my CentOS and Fedora systems, when I installed
the Mail PEAR package, it was installed into /usr/share/pear/Mail/ but I
am not sure how standard that is.

If this doesn't help, I would contact PowWeb's support to confirm that
it is installed on your server. If it is, I would ask them if it can be
included in PHP's include path, or what path you need to use to include
it in your files.
