I do.  I seem to remember that you had to install IIS.  

You start it as a service, via Control Panel - Administrative Tools -
Services, select the service on the right, and if it isn't started,
start it...

Wamp would be much better on XP - that's what I use, it's very, very
simple to install, and simple to change settings.  Thoroughly recommend
it, especially to a beginner.  AND it installs Apache, PHP, and MySQL,
in an instant.
