To use php you just download it from php.net.
You will need a web server. I use apache. On windows IIS is default but
you can get around that. 
It is free.
Mysql is free and you get it from mysql.com.

If you are going to have your site hosted - none of this matters because
you can create your pages, upload and test them - without installing all
of this on your computer. I dont not suggest you do it this way but,
considering the questions you asked, I would suggest you do it this
way.
