What you're describing is a server administrator who runs web servers.  You 
probably want 
to get someone more experienced with server administration than yourself to 
manage the 
whole thing, because what you're describing is a big responsibility, and many 
people could 
be entrusting very, very important data to you in this process.  Don't let them 
down.  Do 
the responsible thing and get a seasoned server admin to run the thing.  

That being said, you could also use virtual servers like VMWare to create each 
Joomla 
install within it's own virtual server, however, although a more traditional 
webserver enviro 
with a database would work just fine, too.  Your complexity goes up with 
virtualization, 
but your chance to automate and segment also goes up.
