You can learn the basics with a few good books.  If you are completely
non-technical, the books in the "For Dummies" series are pretty well written
for the non-techie beginner.  If you're a little technical, but no prior
programming experience, Peachpit Press has a "Visual Quickstart" series
that's pretty nice.  I keep referring to "PHP and MySQL for Dynamic Web
Sites" when I'm chugging away at sites.  Anything from O'Reilly is pretty
much great - if you already have a programming background or you have some
familiarity with the subject to begin with.  Otherwise, there's a lot of
stuff in their books that goes straight over the head.
