Hi Vadim. Please read the README. You don't need the emd.pl, the sql is located under install/sql/cemdb.sql.gz just gzip -d that file and run: mysql dbname < cemdb.sql
The reloadcache and mysql2syslog files are fixed in v2.9.2 which is uploading now.
