I've never used Suse -- I'm a big fan of Ubuntu myself -- but it should be
about the same.
Couple of things to check:
1. Make sure you are changing the memory limit setting in the correct
php.ini (on some systems there is a separate php.ini for apache and another
for the cli version of php)
2. make sure that the config/config.php file is writeable by your web user
(the user that apache runs under)
3. make sure that the web user owns all these directories.

I changed the value to 128MB on php.ini, restarted everything but still,
it seems to have no effect... the limit on the installer still appears as
16MB
I have installed a lot on mysql and php packages and now ONLY the last
item (save path) is red with "unset, UNWRITABLE" value.
I'll keep looking to see how I cant change this memory limit.
I'm using OPENSuse 10.2.
