Hei, sorry for the delay.

I don't know how to fix that group to give it access to the /rfc page
itself, and the people who initially wrote the system and all the
bureaucratic rules are no longer around and I don't understand this
rfc system /o\

Anyway, I've moved the rfc now to the voting section on the rfc listing page.
