The current news situation means it is unmaintained, and I do not see
a good reason to duplicate news entries. There are Windows specific
topics it could address, like details about 5.5.0 + Windows support,
or the front page there doesn't need to list any news and instead it
could offer more of a description. I suspect the large majority go
there to download PHP binaries, so that could be more prominent.
