Hi Stefan,

the issue was on our part, there is a step when releasing a new php version
which is required because of our git infrastructure (the distributions
directory in the web/php.git repository is a git submodule to
the web/php-distributions.git where we store the latest release files) and
that step was skipped for the last release, which caused the mirrors to
report (through the mirror-info.php) that they having a rsync issue, as the
latest release defined in include/version.inc was pointing to the release
not being available in our rsync target via this skipped step.
I will make sure that this required step is properly documented, so
(hopefully) problems like this won't happen in the future.
