Just checked with "rsync europe.rsync.php.net::phpweb/distributions/"  - there 
are definitely no files for PHP 5.4.15 (nor 5.3.25) in the European rsync 
source server.

I don't know how / what affects and effects the rsync up-to-dateness check and 
these automated mails, but independant of that the new files to download are 
definitely not there at the usual source.
