I had some specific problems with sending emails the php.net domain, as the mail-server was bouncing all my emails (the actual problem is the subject a separate thread). I was kindly referred one of your admins and contacted him though his personal mailbox, and in a reply he correctly commented that I should "use the appropriate channels like everyone else, including the submission of bug reports and emails to syst...@php.net".

Can I first apologise to those concerned for this breach of netiquette. Can I also make a couple of points:

1) IFAIK, nowhere on the php.net website is there any such direction or reference to syst...@php.net, and specifically on http://www.php.net/mailing-lists.php -- (run the google query

    "syst...@php.net" site:php.net -site:bugs.php.net

to see what I mean). You just have to know that the "systems" list is the correct one to address such issues to. It would be really useful include these contact details (or suitable alternatives) in the appropriate php.net web pages.

2) Asking a developer to contact a DL, when he or she has problems accessing the php.net DLs is a catch-22. Without a webform alternative to help resolve such issues, developers will either need to abandon contributing to PHP or resort to emailing individual community members.
