These false-outage reports were a direct result of an incident
with EasyDNS, which provides the majority of DNS translations for
*.php.net. They appear to have had a significant DDoS attack
conducted on a network segment on the west coast of the US last night,
which caused ripple effects across the network at large. As of this
morning, things began to appear normal again.
