Please try using this snapshot:

  http://snaps.php.net/php5.4-latest.tar.gz

For Windows:

Okay, really fixed now. It was on the right branch, but something was really
out with the clone. I've recloned and tested the generation. It looks all ok to
me now:

derick@whisky:/tmp $ cd php5.4-201312012223/

derick@whisky:/tmp/php5.4-201312012223 $ cat main/php_version.h
/* automatically generated by configure */
/* edit configure.in to change version number */
#define PHP_MAJOR_VERSION 5
#define PHP_MINOR_VERSION 4
#define PHP_RELEASE_VERSION 24

Derick, the 5.4 snapshot is indeed the wrong branch (5.6-dev)

The 5.3, 5.5 and 5.6 all seem correct
