I think most of the system would include standalone "zh" because
I had seen a lot of page direct me to Simplified Chinese.
However, this is the first time I send letter to discuss with
system administrator.

Also, because China keep bashing on Taiwan in the International
Communities, most of the time our voice can not publish. For example,
the webside of archlinux still write Taiwan is the province of China
( https://www.archlinux.org/download/ ).
Some of Taiwanese write letters for protesting but them were also ignored.
