currently the php.net websites are using CACerts for certifications, and that
CA
isn't in the root CA list on windows, but it is usually available on linux
distributions, this is why you see this.
http://en.wikipedia.org/wiki/CACert#Inclusion_status

currently we are in the process to migrate from CACert to something which is
supported by the major browsers, so this should be sorted out soon.

A coworker would like to add "The website needs to load the chain certificate"
to this report.

Description:
------------
Visiting http://wiki.php.net in FF4 and IE8 gives an error about the validity
of the certificate. openssl on Linux verifies the cert. Try adding the
SSLCertificateChainFile Apache directive.

Expected result:
----------------
I expect to see the wiki web site.

Actual result:
--------------
Certificate error.
