Are you talking about http://php.net/mailing-lists.php ?
Yes that should work.. Which ticket did you find indicating it didn't?

When you say you try to do something and that 'something' has over 12 different 
methods of execution, it is difficult to understand the problem and 100% 
impossible to fix, all I can do (as I did) was suggest a very concrete and step 
by step instructions to achieve what you want.

Who knows. Maybe you tried that method, but wrote the wrong address.
Hence my copy&pastable instructions.

Yes, From http://us2.php.net/mailing-lists.php, I choose the Radio Button in 
the Normal column and Databases and PHP Row, filled in my email in the text box 
below the table and clicked Subscribe.  I did this several times and never 
received an email to confirm my subscription.  I did not find any ticket that 
said the form did not work, I just reviewed tickets to find the exact mailing 
list address so I could use the option of sending an email to the 
[email protected]

I apologize if I was too vague in my previous email.
