The mirror maintainer was made aware of the issue and rectified it promptly.

Description:

Accessing http://in3.php.net/mail resolves to a different page that asks for a 
login username and password. I believe this to be a routing-related issue, but 
I'm not quite sure what it is. Just found this out, and thought it might be a 
good idea to let you know.
